According to the New York City Department of Housing Preservation and Development, they are taking applications for new housing located at 45 East 131st Street in Harlem. NYC HPD is taking applications for lottery housing now until August 6, 2012. For the first time, interested applicants can create an account online and fill out and submit an application online by logging onto Housing Connect, a pilot site. Since the site is a pilot, users could potentially experience technical difficulties.

I’m not sure if I would call 131st, just off 5th Avenue Spanish Harlem, unless I was fairly new to Harlem?

You’re fight I’ve lived on 132 street in the Lincoln Projection and we never consider the area spanish harlem, I guess is something new, or they just don’t know.
I have live on 135th and madison all my life and I know that l31 Street is Harlem and not Spanish Harlem-Don’t even try it. 😉
